Dr.(Eng.)S.S.Sivakumar received BSc (Eng) Degree with Second class honours from University of Peradeniya in 1982,MSc.(WRD)Degree with First class honours from Indian Institute of Technology, Roorkee(Formally University of Roorkee/St Thomes Military University) in 1993 and PhD from University of Moratuwa in 2008.

After serving in Engineering Industry for nearly thirty long years in the capacity of Director Planning Ministry of Agriculture, Project Director Emergency Northern Recovery Project of World Bank, Deputy Director Irrigation, Chief Irrigation Engineer and Irrigation Engineer. He is on permanent release from the Public Service Commission to serve the University of Jaffna as Senior Lecturer Gr.I in the permanent carder and posted as Coordinator for establishing the Faculty of Engineering from December 2012.

Currently he is serving the University of Jaffna in the capacity of Head Civil Engineering of the Faculty of Engineering.

Before Joining to Industry he worked as Assistant Lecturer in Faculty of Engineering, University of Peradeniya in 1982/83.

During his working in Industry he served as Visiting Lecture in Faculty of Agriculture University of Jaffna, Irrigation Training Institute Galgamuwa and Technical Colleges in the districts where he worked.

World Bank Scholarship awarded to attend the certificate course in Community Based Resource Management in Coady International Institute of St.Fransis Xavier University, Canada (Five weeks-2003)
JICA fellowship obtained to attend the third country group training on Sustainable Irrigation Development at Royal Irrigation Department, Bankkong, Thailand (Six weeks-1999)
